Rachel Gray, CEO
Rachel Gray is a 15-year resident of Sierra Vista. Raised as a Pastor’s daughter in the South, her passion for community service developed at a very early age. Rachel and her husband, Thomas, moved to Sierra Vista from Mississippi in 2001 when her husband was stationed at Fort Huachuca. Upon their departure from the Army, Rachel and her family decided to stay and make Sierra Vista their home. She and her husband have one son, Malachi. Rachel has served the Sierra Vista community in many capacities–as a teacher, a realtor, nonprofit founder and director, and volunteer. She is a Council Member for the City of Sierra Vista. Over the past 15 years, she has assisted local organizations, clubs, and charities in a variety of different ways through service and leadership.
Jeremy Smith, COO
Hailing from the Seattle area, Premier Alliances, Inc. Chief Operations Officer Jeremy Smith comes from a diverse career background, including sales, retail and management, even owning his own business. It is this variety of experiences that prepared Jeremy for the task of leading the groundskeeping crew on Fort Huachuca as the Project Manager when he came onboard with Premier Alliances at the end of 2016. Under his leadership, the work began to exceed expectations, and he was promoted to COO just a few months later.
He attributes his time as a manager at a grocery chain with teaching him the skills needed to supervise a diverse group of employees, while the intricacies of owning and growing his own business since 2015 has brought its own lessons.
“When everything falls on your shoulders at the end of the day, you learn that you have to take responsibility for things,” he said.
As the COO, Jeremy has oversight of all Premier Alliances contracts, ensuring quality of work at each site exceeds standards. He also works directly with the head of Premier Alliances’ Employee Assistance Program, where his positive relationships with direct-labor employees helps to identify their needs and how best to address them.
Jeremy believes in leading by example, and that every organization can achieve the goal of improving a little bit each day.
John Charley, Business Development Manager
As the Business Development Manager for Premier Alliances, Inc., John Charley is responsible for identifying new avenues of growth for the organization, allowing it to provide more opportunities for employment and independence for individuals with disabilities.
Joining Premier Alliances in the summer of 2017, John brings with him years of experience in both the public and private sectors, including at the City of Bisbee, where he served a four-year term on the City Council, followed by one year as the assistant city manager, and finally a seven year stint as the city’s community development director, where he oversaw planning and zoning, building inspection, code enforcement, economic development, transit, tourism and the preservation of Bisbee’s historic district.
In 2016, John capped of four years serving as project manager for the Copper Queen Community Hospital with the completion of a freestanding emergency department in Douglas, Arizona.
A graduate of the University of Arizona, John is also an avid photographer.
